Salary: £60,851 to £65,299

Merseyside Recycling and Waste Authority is seeking an experienced, strategic Contracts Commercial Manager to lead in the effective delivery of our major waste management contracts. Reporting directly to the Director of Operations, the successful postholder will sit within the current Contracts team and will be at the forefront of the Authority’s efforts to deliver excellent services and value for money for the residents and District Councils of the Liverpool City Region.

About Merseyside Recycling and Waste Authority
Merseyside Recycling and Waste Authority (MRWA) is a strategic waste and resource management authority, leading on the recycling and management of municipal waste across the Liverpool City Region.
Along with its private sector partners, MRWA manages waste resources, recycling and the transportation of waste on behalf of six district councils across Liverpool City Region including Halton, Knowsley, Liverpool, Sefton, St Helens and Wirral.
The Authority serves more than 1.5 million people, providing waste management infrastructure and operational services across Liverpool City Region through two major waste management contracts. The services include 16 household waste recycling centres, 2 materials recovery facilities, 4 transfer stations and an Energy from Waste facility in the North-East linked to a rail transfer station in Merseyside, collectively handling in excess of 700,000 tonnes of waste and resources each year.
MRWA works with District Council partners across the region and is funded by a levy on each of the Merseyside District Councils. We take a lead in advocating zero waste, the circular economy, waste prevention, recycling and the safe and effective management of waste for the City Region’s residents. We are also responsible for the aftercare of a number of closed landfill sites, which historically had been operated by the Authority or its predecessors.
With a combined annual spend of some £85m, effective management of all aspects of our contracts is key to delivering value for money services for residents and organisations across Liverpool City Region.
About You
- You will hold a degree or educational equivalent qualification in a field relevant to the role such as finance, business or project management (additional professional qualifications are advantageous).
- You will be experienced in working with commercial aspects of complex contracts, ideally with a working knowledge of large scale, public/private partnership contract arrangements.
- You will possess a professional and personable demeanour, with the ability to liaise effectively with a wide variety different key stakeholders up to senior levels of organisations.
- You will be a good team player with the ability to adapt quickly and work with minimum supervision.
- You will be committed towards continuing professional development, participating in relevant training initiatives and networking opportunities as and when required.
Essential Skills / Experience
- Ability to write clear and concise reports, letters and statements on behalf of the Authority.
- Excellent information technology skills (including Microsoft packages such as Outlook, Word, PowerPoint, and Excel).
- Ability to analyse complex information and present that information in a clear manner.
- Familiarity with project management/programme management.
- Excellent organisational skills, with the ability to navigate between competing priorities and achieve key deadlines.
- Excellent presentation skills.
