Description

• Leading on the procurement of Waste Service contracts, including, undertaking market insight; writing business cases and presenting these at senior approval groups; writing specifications and the full tender document suite; undertaking evaluations, moderation and mobilisation of contracts.
• Undertaking contract management functions for external providers for both goods and services, confirming accurate invoicing, holding regular review meetings, undertaking performance monitoring and ensuring effective relationships are built and maintained with key service providers.
• Contributing to the development and delivery of Waste Service strategy, procedures and policies, including preparing applications for external fundings, and overseeing the delivery and monitoring of strategic service projects.
• Providing financial management of relevant Waste Service budgets, including monitoring of contractor spend, preparing projections of future spend and, authorising orders and invoices in line with the available budgets.
• Managing processes to enable statutory returns, including Waste Data, Site Returns, and Landfill Tax calculations.
• Providing line management to Waste Management Officers, fostering an inclusive decision-making approach and ensuring their continued professional development.

Requirements

To successfully lead on and manage all Waste Service contracts, including participating in collaborative procurement. You will also contribute to developing Highland Council Waste Strategy and assist in the delivery of the strategic service objectives. You will also have oversight for Waste Data and performance monitoring functions, including statutory returns.
