The Service:
The Waste Management service is part of the Housing, Neighbourhood and Building Services Directorate and is based at the Waste Collection Depot, 24-26 Alchorne Place, Portsmouth, PO3 5QL.
The waste collection team work to 'enable recycling and remove waste on collection day'. We manage a range of municipal refuse and recycling services from our Alchorne Place depot. We service all households every week completing millions of collections every year. The work is carried out in all weathers.

What is the role?
This role manages the overall waste collection service and reports directly to the Head of Waste Management. From the Depot their team of 90 staff delivers Portsmouth City Council's waste collection service including collection of refuse and/or recycling materials from waste containers - kerbside, communal and bring banks sites and delivery of containers. The service operates Monday to Friday with an earliest start time of 6am.
You will hold a Transport Manager Certificate of Professional Competence and be responsible for the waste collection vehicle fleet (33 vehicles up to 26T) and driver compliance, ensuring that;
drivers have a valid licence
vehicles are taxed and insured
vehicles have a valid MOT and are properly maintained
vehicles are loaded safely and not overloaded
drivers do not speed or break the drivers’ hours rules
You will be required to be a named person on the Operating licence for the service and ensure that requirements are met at all times. You will be responsible for contract management of the City Council's waste collection vehicle repair and maintenance contract.
You will manage the overall operation and work with waste collection teams to ensure the service is delivered. You will have responsibility for ensuring compliance with all health and safety policies. You will also be responsible for ensuring risk assessments and training records are up to date and that staff are implementing correct processes and procedures.
Who is the person?
You need to:
- Have substantial experience of managing in a large logistical environment preferably with experience of working in waste management operations including an excellent understanding of relevant waste legislation
- Hold the Transport Manager Certificate of Professional Competence (you will be a named on the City Councils operator's licence)
- Experience of vehicle management - including driver CPCs, digital tachos, and the road transport directive, 'O' licence requirements
- Have experience of managing Health and Safety legislation in relation to the workplace and around the vehicle. Experience of reviewing and writing risk assessments and implementing these with staff. Knowledge and understanding of adhering to the safe systems of work
- Have experience of monitoring relevant performance measures to encourage a continuous improvement approach.
- Understand the Council's decision making processes
- Have experience of presenting information in reports or to a range of audiences from the public to members.
- Have experience of managing staff including recruitment, development of staff, and management of performance and behaviours
- Experience of using Microsoft office applications, and databases. This should include using data to improve services
- Have a good understanding of the types of issues that crop up and be able to act promptly to resolve and/or escalate when necessary
- Experience of problem solving eg repeated misses, access issues etc - You should be able to demonstrate a track record of delivering continuous improvement
- Be a good communicator, and be able to listen and give clear explanations to staff and residents
- Have good local geographical knowledge
- Be able to self manage and have good planning skills
- Have an understanding of different waste types and what constitutes contamination, or non domestic waste and carrying out collections in line with the Council's collection policy
- Have an understanding and experience in managing customer information, including personal and sensitive data in accordance with GDPR
